Victoria's transport legislation is one step closer to being more integrated and sustainable. The release of a new legislative policy framework marks the end of an extensive consultation process on a vision for transport.

Policy Statement - a new legislative framework for transport in Victoria

The centrepiece of the Department of Transport's legislation review is a visionary policy framework for an integrated and sustainable transport system.

The policy framework is set out in a Policy Statement entitled

The Policy Statement establishes a common vision, transport system objectives and decision-making principles for transport.

It will provide a consistent framework for use by all government agencies required to make decisions significantly impacting on the transport system. In particular, it will have a strong focus on better integrating transport and land use planning.

The policy framework will be enshrined in legislation through the proposed Transport Integration Bill, which is scheduled to be introduced to Parliament by the end of 2009.

For the first time, the Transport Integration Bill will bring together all elements of the transport portfolio – including roads, rail, ports and marine – under one statute. The Bill will repeal or amend an array of existing legislation.

An important feature of The Victorian Transport Plan, the legislation will underpin the policy direction and projects in the $38 billion plan.

As outlined in The Victorian Transport Plan, the Transport Integration Bill will be introduced into Parliament in 2009.

Stakeholder engagement program

The Policy Statement was developed following a 10-month engagement program involving more than 1,200 people representing more than 140 organisations.

The engagement events provided insights into the range of ideas, issues and challenges stakeholders have regarding transport. This program also enabled stakeholders to learn more about the project.

This summary aims to reflect the key comments made by stakeholders regarding the creation of overarching objectives for the transport legislation. It draws on stakeholder submissions as well as comments made by stakeholders at workshops, forums and briefings during the engagement program.
