Legislation establishing the Taxi Services Commission

The Transport Legislation Amendment (Taxi Services Reform and Other Matters) Act 2011 was passed by Parliament in June 2011 and received the Royal Assent in July 2011.

The Act establishes a Taxi Services Commission as a key first step in a process of major reform of Victoria’s commercial passenger vehicle industry.

In the initial phase of the reform process, the Act provides the legislative basis and the powers for the comprehensive inquiry, being chaired by Professor Allan Fels, into the structure, conduct, performance and regulation of the taxi and hire car industry.

In the second phase of the reform process, the Act provides for the Commission to be the industry regulator.

The Commission is established alongside the Public Transport Development Authority and VicRoads as a Transport System Agency under the Transport Integration Act 2010.
