Loading zones

Loading zones are designated street parking areas that can be used by pick-up and delivery vehicles of varying dimensions. Rules and permit arrangements are typically managed by VicRoads or the relevant Local Council.

Careful management of loading zones can significantly improve last kilometre freight efficiency and reduce congestion. For example, a lack of loading zones can see delivery vehicles spending time 'circling' an area seeking a park, double-parking or using public parking, hindering other road users.

Regular review, in consultation with transport companies and relevant retailers or business customers can fine-tune a solution.

Areas which can be reviewed are:

  • location, time limits of loading zones
  • how they link into typical delivery cycles from outlying distribution centres
  • retailer opening hours
  • night deliveries
  • use of High Productivity Freight Vehicles (HPFVs)

Loading zones that are too small or awkwardly located can hinder delivery vehicles, create safety issues, and ultimately cause congestion rather than ease congestion.

Procurement and consolidated freight deliveries should be considered for areas where loading bays or zones are lacking.
