Do I need a commercial passenger vehicle licence?
If you provide a transport service carrying passengers for hire or reward, you are undertaking commercial passenger vehicle work as described in the Transport (Compliance and Miscellaneous) Act 1983 (Vic). Any vehicle used for commercial passenger vehicle work must be licensed and issued with a commercial passenger vehicle licence certificate.
Please note that any driver providing commercial passenger vehicle services must carry a valid driver accreditation.
Licence types
There are four categories of commercial passenger vehicle licences currently issued by the VTD.
- Metropolitan Hire Car licence
- Country Hire Car licence
- Special Purpose Vehicle licence
- Restricted Hire Vehicle licence
Additional information
The vehicle must be registered in the same name as the applicant before a commercial passenger vehicle licence certificate is issued.
If the proposed vehicle is of a type and within the age limits specified in the Hire Car Age and Type Requirement schedule (PDF, 226 KB, 2 pp.), the vehicle must be distinctly, permanently and prominently marked in connection with the proposed service for the duration of the licensed period. Magnetic signage is not permitted but high grade vinyl decals (permanent adhesive) are accepted.
Custom and Personalised Number Plates where an agreement between VicRoads and the purchaser is signed, Custom and Personalised Number Plates cannot be issued to any vehicle which is licensed or becomes licensed as a commercial passenger vehicle under the Transport (Compliance and Miscellaneous) Act 1983 (Vic). The only exemption from the above is where the agreement was signed prior to 1 January 1994.
