Driver accreditation training
To become a taxi driver in the Melbourne Metropolitan Taxi Zone, applicants must pass specified units from Certificate II in Driving Operations. This page provides details on the training units. To drive a wheelchair accessible taxi, drivers must also pass the unit Provide Wheelchair Accessible Taxi Services to People with Disabilities - TLIC4009A.

Before enrolling the training units
Before enrolling in the Certificate II in Driving Operations, applicants need to obtain a Taxi Driver Training Passport. See Metropolitan taxi and hire car Driver Accreditation.
Before they can start driving a taxi, applicants must:
- successfully complete the Driving Accreditation training and the Knowledge of Melbourne test
- get their Taxi Driver training Passport endorsed by the registered training organisation
- pay the Driver Accreditation issue fee.
Applicants for the Driving Accreditation training must have the required level of English literacy to be a taxi driver and to undertake the taxi driving units. The registered training organisation that runs the taxi driving units can assist in arranging an English literacy assessment for each applicant. Applicants who are assessed as not yet having the necessary level of English literacy will need to do an appropriate English training course before they can start the Driver Accreditation training. Applicants from a CALD background need to complete IELTS ESL or ISLPR. The CALD certificate must have been issued in Australia within the last 24 months.
To drive a wheelchair accessible taxi, drivers must also pass the unit Provide Wheelchair Accessible Taxi Services to People with Disabilities - TLIC4009A.

The Driving Accreditation Training provides the skills and knowledge taxi drivers need to provide a quality, friendly service. Assessment is competency based.

Once the trainee achieves the required level of competency for each module, the registered training organisation will endorse the applicant's Taxi Driver Training Passport.

Background
Early in 2010 the Australian Transport Council (made up of government transport representatives from each state and territory) endorsed a new National Taxi Driver Training Framework (the Framework) to be implemented across Australia from July 2010. The aim of the Framework is to increase the licensing authorities and the public’s confidence in driver skills by ensuring that applicants for metropolitan taxi and hire car driver accreditation meet the same standards across all States and Territories.
The framework is largely based on the previous Victorian training21848VIC Course in Taxi Driving and 21847VIC Course in Wheelchair Accessible Taxi Services. In December 2010 the Framework and course units specified under the framework were implemented in Victoria (as listed above). In addition applicants are required to pass a 'Knowledge of Melbourne' test and either an English language assessment or literacy and numeracy test.
