Transferring a Special Purpose Vehicle licence
Special Purpose Vehicle licences are transferable and can either be sold separately or as part of a package with the vehicle that is operating on the licence.
How to apply
To apply to transfer a Special Purpose Vehicle licence, the licence holder must submit the following documents to the Victorian Taxi Directorate (VTD):
- Application for Transfer of a Commercial Passenger Vehicle licence – Special Purpose Vehicle form ( PDF, 543 KB, 12 pp.)
- Relevant Person form (PDF, 43 KB, 8 pp.)
- Proof of Identity form (PDF,112 KB, 2 pp.)
- A current (issued within the last 6 months) National Police Certificate (NPC) (PDF, 130 KB, 1 p.)
- ASIC company extract (if applying in the name of a company)
- Contract of sale, signed by vendor and purchaser, stipulating the licence number, licence sale price and vehicle sale price (vehicle sale price only applicable if purchaser is buying existing car).
- Application fee ($170 – 2011/12 - made payable to the 'Victorian Taxi Directorate').
If the proposed vehicle is of a type and within the age limits specified in the Hire Car Age and Type Requirement schedule (PDF, 226 KB, 2 pp.), the vehicle must be distinctly, permanently and prominently marked in connection with the proposed service for the duration of the licensed period. Magnetic signage is not permitted but high grade vinyl decals (permanent adhesive) are accepted.
Custom and Personalised Number Plates where an Agreement between VicRoads and the purchaser is signed, cannot be issued to any vehicle which is licensed or becomes licensed as a commercial passenger vehicle under the Transport (Compliance and Miscellaneous) Act 1983 (Vic). The only exemption from the above is where the Agreement was signed prior to 1 January 1994.
The VTD will assess your application and respond within 10 to 15 business days.
Approved applications
Should your application for transfer of a commercial passenger vehicle licence be approved, the VTD will request the following:
- A letter of settlement, signed by both the vendor and purchaser, stating that all money stipulated in the contract has been received by the vendor and that there are no monies outstanding.
- If a vehicle is also being transferred, the VTD will issue an 'Authority to Register' to permit the registration transfer of the vehicle into the name of the purchaser.
- If no vehicle is being transferred, the presentation of a registration certificate and current roadworthy certificate for the vehicle to be used as a Special Purpose Vehicle (no older than 30 days).The vehicle must be registered in the name of the applicant before a commercial passenger licence certificate and special identifying windscreen label is issued.
