Assigning a taxi-cab licence
The licence holder of a taxi-cab licence may apply to the Victorian Taxi Directorate (VTD) for authority to assign to an accredited licence operator, the right to operate a vehicle under the taxi-cab licence (if the conditions of the licence state that it can be assigned) in accordance with section 150 of the Transport (Compliance and Miscellaneous) Act 1983 (Vic).
The maximum period that a taxi-cab licence can be assigned for is three years. New rules for the transfer and assignment of metropolitan taxi licences have been finalised and published in the Victorian Government Gazette (PDF, 603 KB, 56 pp.)
The rules also contain "pro forma" transfer and assignment agreements for use by licence holders and traders. It is important that these rules be read in conjunction with the Transport (Taxi-Cab Licences - Market and Trading) Regulations 2005.
How to apply
To apply to assign a country, metropolitan, outer-suburban or urban taxi-cab licence, the licence holder (or designated taxi-cab licence trader) must submit the following documents to the VTD:
- Application for Authority to Assign a Taxi-cab Licence (PDF, 245 KB, 8 pp.)
- Assignment agreement; signed by the parties, stipulating the date of agreement, licence number, assignment period, assignment price and vehicle sale price (vehicle sale price only applicable if assignee is purchasing the existing taxi-cab on the licence)*.
- Certificate of Accreditation as a licence operator - Assignee (copy sufficient).
- Letter of acceptance from the Network Service Provider with which the taxi-cab is to be affiliated.
- A copy of the designated taxi-cab licence trader 'Authority to Act' (if applicable).
- Proof of Identity (POI) form (PDF, 144 KB, 2 pp.) (certified POI required for the responsible person of the assignor if the assignment of the licence does not involve a designated taxi-cab licence trader).

Licence assignment agreement
It is recommended that you use the VTD endorsed assignment agreement which is available for licence holders to use when assigning a taxi-cab licence. The assignment agreement is a legal document. When the agreement has been signed by both the assignor and assignee, the content of the agreement will come into effect.
