Transferring a taxi-cab licence
The licence holder of a taxi-cab licence may apply to the Victorian Taxi Directorate (VTD) for authority to transfer a taxi-cab licence to an accredited licence holder (if the conditions of the licence state that it can be transferred) in accordance with section 149 of the Transport (Compliance and Miscellaneous) Act 1983 (Vic).

The rules also contain 'pro forma' transfer and assignment agreements for use by licence holders and traders. It is important that these rules be read in conjunction with the Transport (Taxi-Cab Licences - Market and Trading) Regulations 2005.
How to apply
To apply to transfer a country, metropolitan, outer-suburban or urban taxi-cab licence, the licence holder (or designated taxi-cab licence trader) must submit the following documents to the VTD:
- Application for Authority to Transfer a Taxi-cab Licence form (PDF, 252 KB, 8 pp.)
- Transfer agreement; signed by the parties, stipulating the date of agreement, licence number, licence sale price and vehicle sale price (vehicle sale price only applicable if transferee is purchasing the existing taxi-cab on the licence).
- Certificate of Accreditation as a licence holder
- Transferee statutory declaration (only applicable if licence type is GMTLR fixed-term).
- A copy of the designated taxi-cab licence trader 'Authority to Act' (if applicable).
- Proof of Identity (POI) form (PDF, 95 KB, 2 pp.) (certified POI required for the responsible person of the transferor if the transfer of the licence does not involve a designated taxi-cab licence trader).
- Application fee
- Certificate of Accreditation as a licence operator (copy sufficient).
- Letter of acceptance from the Network Service Provider with which the taxi-cab is to be affiliated.
If the transferee intends to assign the rights of the taxi-cab licence to an accredited taxi-cab licence operator, an Application for Authority to Assign a Taxi-cab Licence (PDF, 245 KB, 8 pp.) with the licence transfer application must also be submitted.
Licence transfer agreement
It is recommended that you use the VTD endorsed transfer agreement which is available for licence holders to use when transferring a taxi-cab licence. The transfer agreement is a legal document. When the agreement has been signed by both the transferor and transferee, the content of the agreement will come into effect. Greater Melbourne Taxi Licence Release (GMTLR) – Transferee statutory declaration
If the licence transfer is a GMTLR fixed-term licence, the transferee must also complete and submit with the taxi-cab licence transfer application, a statutory declaration document relevant to the licence type:
